Mr. Mubeen Uddin Qazi, Advocate Supreme Court is a highly accomplished lawyer, having almost 35 years of standing at the Bar. He has substantial experience of Laws and Courts of Pakistan besides having legal experience of England as well. Besides being a practising Advocate of the Supreme Court of Pakistan and a former Registered Foreign Lawyer of England & Wales, he also remained as an equity partner in a Manchester based English Solicitors Firm (until 2004) and has established working relationship with various overseas law firms based in UAE, UK, USA, Canada, etc.
Mr. Qazi did his Bachelors of Laws with Honors (LL.B. Hons., Shariah & Law) from International Islamic University, Islamabad, Pakistan and Master of Laws (LL.M) in International & Comparative Business Law, from London Guildhall University, London now London Metropolitan University, London, the UK. He has also done one year Diploma in Immigration Laws of the UK from Ilex-UK, besides several other Professional Legal, Advocacy and Law Firm’s Management Courses for his continuing professional development.
Mr. Qazi’s main areas of practice are: Constitutional Law, Civil Law, Corporate Law, Local Government Laws, Parliamentary Election Laws, Investment Laws, and Land / Property Laws.
Mr. Qazi has got substantial experience of drafting Laws (Ordinances, Bills & Acts), Rules, Regulations and Bye-Laws as well as Government Policies & Instructions for Government of the Punjab as well as Government of Pakistan.
He has got extensive experience in advocacy, research and analysis, drafting legal analysis reports, legal documents / instruments and pleadings, litigation, and negotiations involving complex legal issues. He has served as the lead counsel in several cases of national importance. His several leading cases as well as Articles on various topics of Law have been published in leading law journals and newspapers.
He has also revised the last two editions of his late father’s leading law books on the local government laws as well as local council’s election laws titled: Law and Practice of the Punjab Local Government Ordinance 2001; Qazi’s Election Laws of Local Government and Cantonments; and Law and Practice of Punjab Local Government Act 2013 (Act XVIII of 2013). He has also compiled Qazi’s Law and Practice of Local Governments in Punjab [Commentary on the Punjab Local Government Act, 2022 (Act XXXIII of 2023)] and currently, he is finalizing his latest books / commentaries on: Law and Practice of Cantonment Laws; and Law and Practice of Elections Laws. He has also successfully developed the “Compendium of Enforced Local Government Laws, Rules, Guidelines, Government Instructions, Directions” as the Local Government Law Specialist, by the Punjab Municipal Development Fund Company (PMDFC), under the Support to Strengthen Local Services by Local Governments – a project funded by German Donor Agency “GIZ”.
Mr. Qazi represents leading political, professional and social personalities / celebrities in Pakistan as well as the leading entrepreneurs and business concerns of Pakistan in their contractual matters and litigation including matters relating to Military Lands & Cantonments besides Federal, Provincial and local governments. He has the distinguished privilege of representing Leading Politicians / Parliamentarians from almost all the leading political parties in their election related matters, including the Former President of Pakistan, Former Prime Ministers of Pakistan, Former / Serving Chief Ministers of Punjab, Speaker Punjab Assembly, as well as several former and serving Parliamentarians and Cabinet Members. He also represented against two Prime Ministers of Pakistan and a Chief Minister of Punjab. He has also got the honour to provide legal services to one of the renowned Former Chief Justices of Pakistan as well as a former Judge of the High Court.
Mr. Qazi has also served as the sole Local Government Legal Expert / Consultant to the Government of Punjab under the Decentralization Support Program, which was an initiative of the Government of Pakistan, being implemented under loan arrangement with Asian Development Bank (10.06.2006 till 24.06.2008).
He was also engaged by the UNICEF as a consultant (from 18.12.2013 to 17.02.2014) for the Project: “Formulation of Water Supply Regulations in Punjab” and he drafted the “Punjab Local Governments (Municipal Water Supply) Rules, 2014” which were duly approved by the UNICEF and LG&CD Department Government of the Punjab.
He was also engaged by the World Bank Group (WBG) as a Consultant / Legal Specialist to work with the World Bank Project Preparation Team as Part of WB Mission, to review and analyze the legal and regulatory framework to seek a Unified Land Records Management & Information System” in both urban and rural areas for the purposes of legal risk assessment, for approval of World Bank loan request made by the Government of the Punjab for the “Punjab Urban Land Records and System Enhancement [PULSE] Project (P172945)”. His Legal Assessment Report as well as Legal Adjustment Report were highly appreciated by all the concerned and the legal findings and recommendations made therein contributed to project design in terms of policy development and institutional strengthening dimensions. The project has been approved by the World Bank for financing and the Executive Committee of the National Economic Council (ECNEC) of Pakistan has also approved the project.
World Bank Group (WBG) also hired him as a Short Term Senior Legal Consultant (w.e.f. 15.02.2023) to join the World Bank’s specialist team to implement the Technical Assistance (TA), to carry out a legal review and provide suitable recommendations to improve the existing policies, laws and or regulations for “Public Land and Building Assets Management in Khyber Pakhtunkhwa and Punjab Provinces – Pakistan. He has also joined the World Bank team for conducting technical missions.
Mr. Qazi has also recently been engaged by the USAID – DAI Global LLC, for a Short Term Technical Assistance (STTA) as Legal land Advisor / Legal Consultant (w.e.f. 17.04.2023 to 31.03.2024) for Land Records in Merged Areas (LRMA) Activity in Khyber Pakhtunkhwa Province of Pakistan. The US Government is providing assistance to the Government of Khyber Pakhtunkhwa (GoKP) to implement its Settlement and Digitization of Land Records in Merged Areas (SDLR) Project through LRMA Activity. USAID has awarded contract to Development Alternatives Inc. (DAI) to implement the LRMA Activity. Whereas, one of the activities under LRMA was to conduct a review of existing Federal / Provincial Land, and Alternate Dispute Resolution Laws / Rules / Instructions to bring them in line with changing environment, socio-economic requirements, and to improve their application and implementation. Mr. Qazi drafted Amendment Bills for amendments in 12 Provincial Statutes of the Khyber Pakhtunkhwa Province.
Mr. Qazi was also engaged by Government of the Punjab (through the renowned German Donor / International Development Agency GIZ) as a Legal Consultant / Legal Expert to draft the local government laws for the province of Punjab. Mr. Qazi drafted the following local government laws: (i) The Punjab Local Government Ordinance, 2021 (Promulgated on 11.12.2021); (ii) The Punjab Local Government Act, 2022 (Act XIII enacted on 24.06.2022); thereafter a new law (iii) The Punjab Local Government Act, 2022 (Act XXXII enacted on 16.11.2022). He has also successfully developed the “Compendium of Enforced Local Government Laws, Rules, Guidelines, Government Instructions, Directions” as the Local Government Law Specialist, by the Punjab Municipal Development Fund Company (PMDFC), under the Support to Strengthen Local Services by Local Governments – a project funded by German Donor Agency “GIZ”.
United Nations Development Programme (UNDP) engaged Mr. Qazi as a Legislative Support Expert / Individual Consultant, in Strengthening Electoral and Legislative Processes (SELP)-DGU-UNDP Project and he drafted “The Punjab Local Government (Election) Rules, 2022”. After notification of the Rules by Governor of the Punjab, he ECP adopted the said Rules for announcing the Election Schedule for the ensuing Local Government Election to be held in the Punjab. Mr. Qazi has also developed the “Guidebook for Conducting Local Government Elections – Knowledge Product”, under the latest law i.e., The Punjab Local Government Act, 2022 (Act XXXIII of 2022) notified on 16.11.2022 and the latest Rules i.e., The Punjab Local Government (Elections) Rules, 2022 notified on 19.12.2022.
Furthermore, Mr. Qazi was also an accredited Law Trainer under the joint project of Bar Council of England & Wales and the British Council, Pakistan, in Pakistan “Advocacy Training Programme, Pakistan” for teaching lawyering skills to Pakistani Lawyers. He is also a visiting professor of Law at some of the most prestigious Law Colleges in Pakistan.
Mr. Qazi has been providing legal services to the Punjab Information & Culture Department; Punjab Journalist Housing Foundation; Punjab Agricultural Marketing Regulatory Authority (PAMRA); the Punjab Curriculum & Textbook Board (PCTB) [ Now The Punjab Education Curriculum, Training and Assessment Authority (PECTA)]; the Board of Intermediate & Secondary Education, Faisalabad; the Board of Intermediate & Secondary Education, Sargodha; Metropolitan Corporation Faisalabad; Military Authorities in the matter of Army Camping Grounds / Military Lands litigation; Pak – Arab Refinery Limited (PARCO); D.G. Khan Cement Company Ltd; Noon Group of Companies; and several other Local Governments in the Punjab, as legal advisor / counsel for litigation at the level of Supreme Court and the High Court.
Mr. Qazi served as Member Board of Directors, Punjab Land Record Authority (PLRA), Board of Revenue, Government of the Punjab from 11.09.2019 to 10.09.2022 for a period of three years during which he has also served as the Chairman, Rules and Regulations Committee. He has been re-appointed as the Member PLRA on 07.12.2022 for another term of three years, by the subsequent Government of the Punjab. He has also been nominated as the Chairman, Executive Committee of the PLRA.
The Punjab Government also appointed him as the Member, Board of Governors of the Punjab Arts Council in October 2019.
He has also been appointed as Member of the Punjab Environment Protection Council (PEPC), constituted pursuant to Section 3(1) of the Punjab Environment protection Act, 1997, under the Chairmanship of Chief Minister, Punjab.
Mr. Qazi is often invited by various television channels for discussion / interviews on legal, political and social issues, especially on Election Laws as well as Local Government Laws. His expert legal opinions on important constitutional and legal matters are frequently solicited and then published / telecasted in leading print and electronic media including VOA and BBC besides other national and international media organizations.
He is invited by various national and international organizations in the conferences, seminars and training workshops as a key note speaker.
He is also invited by the Punjab Management & Professional Development Department, Govt. of the Punjab (MPDD) to address the participants of its various training courses organized for senior Government officers.
His several court cases have been reported by the leading law journals of Pakistan, whereby the superior courts of Pakistan have enunciated / laid down new principles of law.
